Simple Cabinet Style Smoker - Will it work?

So I'm a long time "Hot" smoker and want to try and cold smoke some sausage and Salmon.

I'm trying to keep it as simple as possible and wondering if something like this:

combined with a Pellet Smoker Tray would work?

Basically put the pellet tray in the bottom of the smoker and let it do it's work. I could also add a burner plate for higher temps if needed. I'm in Seattle so wondering if I could get the temps up to 65 - 70 or with just the pellet tray? It's usually in the 40 and 50's here in the Winter. I could also add a smoke generator at some point. The idea is to get a basic cabinet I can modify if needed.

Sorry if this seems like a dump question. I could build something more elaborate but for the limited amount I would use the smoker for, thinking this might be a good inexpensive option.
