Damper? Question

Hi everyone, I just bought a Smoke Hollow smoker and was wondering what the adjustable holes next to the wood chip handle on the front does. Correct me if I'm wrong, but I think it is some sort of damper? When would I leave it open/closed?

I would think air flow to the wood chips.

No mention of them in the Manual? Too much air on the chips will cause them to flare up. I would go with closed, then experiment to get a good Draft and fresh smoke bathing your meat...JJ
