Smokey Mountain 3405BGW Smoker Question

Hello,

I just bought my my first smoker and tried it out today but I am having a problem getting the wood going. I used wood chips and they would get started when the fire was turned all the way up but when I turned it down to low the wood stopped smoking. Could this be due to the wood chip box being to thick?
