Is it safe to smoke a turkey in a master built 40 electric smoker, either stuffed or unstuffed?  The max temp setting is 275F, I don't know if that will keep it out of the danger zone.  We want to do about a 12 pound turkey.

You will be fine with an unstuffed 12 lb turkey. I wouldn't go any larger than that and I wouldn't stuff at all at the lower temps in an MES. 
 
You will be fine with a 12Lb unstuffed bird in the MES. Larger birds can be smoked but you need to Spatchcock or cut in halves. With the MES you will be smoking at a temp range of 225-275°F. You can figure on about 25 minutes per pound cook time + or - 5 minutes depending what part of the range you choose. The skin will not crisp so if  crisp skin is desired, when the IT is 145°F in the Breast, put the Bird in a 425°F Oven to finish cooking to 165° (175 in the Thigh) and Crisp the Skin...JJ
