New to smoking

I have just invested in a bbq pro vertical gas smoker and have a few questions as this is my first try with smoking anything.

Firstly are my wood chips supposed to catch on fire? I understand that this is how smoke is made but even with the flame on the lowest setting they really burn fast and I feel like I am using far to many chips if I keep topping it up. On my second attempt I smoked some pork ribs and used 3 cups of chips (a lot less than the first time) with the flame on low for a 3 hour cook, is that about normal?

Does using a vinegar or cider vinegar instead of water in the water bowl enhance/change the flavor of the meat significantly or is it a minimal change? And does this also effect the temperature in my smoker?
