Need tips on removing rust from Char Grill Duo Gas/Charcoal grills (3 of them)

I just purchased 3 Char Grill Duo 5050 grills from Lowes for a total of $125.  I got them so cheap because one was assembled but left outside and has lots of what looks to be like surface rust.  The other two are still in the box unassembled but were also left outside in the elements (rain/snow); so I don't know their condition yet.  I assume they can't be much worse than the assembled one.  I bought some 320 grit sandpaper and some matte black high temp spray paint.  

Do you all have any tips on how I can get these things looking as close to brand new as possible?  I'm keeping one and giving one to my father.  I don't know what I will do with the third one.
