Need help with some offset modifications!

Need some help here SMF family,

I recently bought a Brinkman trailmaster le. I have added temp gauges at grate level, made a convection plate (which runs 3/4 length of cooking chamber and holes increase in size.) also sealed all holes and joints when assembling.
While using I have noticed 20deg. Temp difference side to side, with the hotter end opposite the firebox. Do I need to make a new plate that runs length of grill?
I did not bring stack down to grate level, would this help? I do use a small foil loaf pan with water in it and place it on grates next to fire box, and I have made a charcoal basket.
Any help would be greatly appreciated, out of ideas here!

No have not tried without the water pan. Kinda thought you had to have a water pan in there? Was thinking about moving water pan more towards stack (under cooking grates).
