I thought so too, it is open at the top and bottom.  Asuming the wood would be loaded in the bottom but cant quite figure how the smoke would be contained if it were a smoker.  I'm thinking it could be modified.

You might want to check out this link, about half way down the page before you touch it, you might have something very valuable, if it's the same thing there are only two know to be in existence, ...they are thought to be caboose heaters.

It is definitely a part from an old train, and it looks like it could be the top part of the "stove/heater" that Gene posted.

Here is a little information about the Mogul type trains:

The first North American example of this type of locomotive was built for the Louisiana & Nashville Railroad in 1864. At the time it was the largest locomotive and got its name from the Mohammedan Empire (India). more than 11,000 Moguls were built between 1860 and 1910. They were generally used on freight trains but had enough speed to occasionally pull a light passenger train.

Might just need to find an antique train enthusiast before you mode it too much, while it would make a cool looking smoker, you may be able to sell it and either buy the materials to build some other design, or buy a smoker outright.  I think I'd look into it before altering it.

If I were you I'd put that under lock and key, ...there is one for sale on eBay for $2,450!!!

The link I provided talks about a No 2, you have a No 1, which probably makes it more of a collectors item,   I think Talan has some good advice, you need to contact some antique train enthusiasts to find out what's it's worth, in his link there are numerous train museums listed, you might select a couple that are close to you and send them a photo.

Wow for that price you can get a smoker and a very nice supply of meat to go along with it!!!  GREAT FIND!!!
