Can I season my drum?

I got a new 30 gallon from Zoro tools (rust inhibitor lining) and did a burnout along with a weed burner on the outside. The outside matched what I've seen others looks like but what about the inside. I rain a wire brush over it and it's still mostly a dull black. Am I okay to season or does it need to be shiny?


 
I would get all that out of there. Lord knows what that is and if it will make your food taste bad or worse. If you can't get it out get it sand blasted.
 
I would make an effort to get it out.  Mine usually have some light rust in them after the burnout before I season and cook.
