can chicken be "cooked" with a lower internal temp?

Oh, you were talking about the smokers temp. LOL
I would say if you are doing skinless you better cover them with something. Since there is no skin try some bacon. Breast can too easily dry out.

Just a thought boneless skinless when grilled or sautéed in a skillet cook very quick that’s why a lot of folks use a cover keep moisture in when cooking this way
I assume you are looking for smoke flavor also that is why you’re cooking them on your smoker
1 try higher heat less time
2 use a cover with some kind of moisture added other then the chicken, smoke would still get to the meat from the underside
