Brinkman Electric water or no water?

I bought the Brinkman Gormet Electric Smoker at Home Depot for $79. They tell you to fill the bowl with water on the middle shelf. I assumed to keep the food from drying out, but on this and other forums, people say they fill the bowl with sand, or trade it for lava rocks or fireplace bricks. What's the reason for the water?

You need ballast in the pan (sand , covered in foil ) to make cleaning easy  The meat will stay moist as long as you don't over cook
