I just purchased 28lbs of bellies, and the question I have is that the container I use, when the bellies are placed in it, only holds about 7 L of water, or about 29 cups.
I only had about 2.5 cups of Bradley cure.....

which leaves me about 1.5 cups short of cure for the water.......  but well short of both water and cure for the amount of meat.

what do you guys think I should do?  I have some Morton's I can add if needed.

Not knowing the proportions of the Bradley cure, I'd say your best bet for a consistent final product would be to get more of it. If that isn't an option, I'd mix the proper amount of brine for the amount of Bradley cure you have, then in a separate container mix however much more you need of the tenderquick sweet pickle brine according to the directions on the tenderquick package. Then mix the 2 together. That way you know you'll have the appropriate amount of cure throughout the brine. Beware though, the TQ brine is EXTREMELY salty and will likely alter the flavor of the finished bacon compared to if you'd just used all Bradley.
