Both are good choices.......
Pork shoulders are about as cheap as it gets at $1.50 per lb. You can also get whole chickens around $1.50 per lb.
Is that the same as a sirloin tip roast?I vote for some tri tip, usually not too expensive and it's a quick and easy smoke.

Local butcher had 8-11 lb angus boneless roasts for $3.99lb. They were still in the cryo vac packs so will hold well.
Wasn't sure how well it would smoke since it didn't seem to have much fat running through it to keep it tender.
Thoughts?
