Dawn and water. Flush it a few times. Have it full of water when you make your first cut. If it tries to flare up you know it still has fumes. Go slow and drain the water as you go. When you get a big enough hole and have not  had any fire action your good to go.  gas, oil and such float. So you will know if you have a volatile mix.
